The sealed proposal as described above shall be received by Mr. Michael C. Ryans, Superintendent at Hale County School System located at 1115 Powers Street, Greensboro, AL 36744; Phone: 334-624-8836, until 2:00 PM, Tuesday, March 15, 2022, then opened and read aloud.
All General Contractors bidding this project shall be required to visit the site and examine all existing conditions prior to submitting their proposal. All Bidders shall have general liability and workman’s compensation insurance.
The project shall be bid excluding taxes. Bids must be submitted on proposal forms furnished by the Architect or copies thereof. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owners judgment, the best interests of the Owner will thereby be promoted.
A certified check or Bid Bond payable to Hale County Board of Education in an amount not less than five percent (5%) of the amount of the bid, but in no event more than $10,000.00 must accompany the bidder’s sealed proposal. Performance and statutory labor and material payment bonds will be required at the signing of the Contract.
All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect. All bidders shall show such evidence by clearly displaying current license number on the outside of sealed envelope in which the proposal is delivered.

Also, if you are not receiving NOTIFICATIONS from us, please register on our website, “Project Bid List” by selecting manage your bid list profile. The documents may be viewed online and printed by General Contractors, Sub-Contractors and Suppliers. Documents published through this procedure are the only documents endorsed by the Architect. The Architect is unable to monitor, confirm and maintain other websites that provide documents. Addendums will be provided to entities that have CONFIRMED bidding for this particular project. The Architect retains ownership and copyrights of the documents. If bidders require printed sets, the following shall apply: Submit to the Architect at mckeeplans@gmail.com the company’s name, first & last name, phone number, address, project name & number along with a deposit of $150.00 per set. The deposit shall be refunded for each set returned in reusable condition within ten days after bid opening.
All RFIs and RFAs regarding the bid documents shall be sent and addressed through emails found on the RFI and RFA forms in the project manual. NOTE: ONLY THE RFI AND RFA FORMS IN THE PROJECT MANUAL WILL BE ACCEPTED. The Architect will not accept inquiries via telephone or fax.

Prospective Bidders may examine the Bidding Documents at the Issuing Office Monday through Friday between the hours of 8:00 a.m. – 5:00 p.m. Copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a one-time administrative fee of $20.00 for digital access/file sharing access and/or payment of $50.00 for each printed set. Said cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be granted. Checks for Bidding Documents shall be payable to “Goodwyn Mills Cawood, LLC.” Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid, but not to exceed $50,000. The bid guaranty may be by certified check or bid bond made payable to the City of Greensboro.
All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder shall show such evidence by clearly displaying the license number on the outside of the envelope in which the Proposal is delivered. “A contractor must have a Heavy and Railroad major license or a Heavy and Railroad specialty license to bid as prime for this project.”
Bids may be held by the City of Greensboro for a period not to exceed 90 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
Award of contract is subject to requirements in the contract documents including, but not limited to, the following Federal provisions:

The Work of the project includes, but is not limited to, renovations to the existing Perry County Community Health & Wellness Center at the old National Guard Armory, including but not limited to, selective demolition, interior renovations, and HVAC and electrical upgrades, as specified and as indicated on the Drawings; coordination and supervision of the entire project; and all related work, as indicated in the Bid and Contract Documents.
A cashier’s check or bid bond payable to the Perry County Commission in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal. Performance and statutory Labor and Material Payment Bonds, insurance in compliance with requirements, and verification of E-Verify enrollment (also with Proposals), will be required at the signing of the Contract.
Drawings and Specifications may be examined at the Office of the Architect; and digital Plan Rooms of: Dodge SCAN; Reed Construction Data; AGC Internet Plan Room in Birmingham, Alabama and Alabama Graphics Internet Plan Room in Montgomery, Alabama.
Bid Documents may be obtained from the Architect by digital access/file sharing access for a one-time administrative fee of $25.00 (non-refundable; separate check), and/or on CD (PDF format) for a one time deposit of $50.00 (non-refundable; separate check), and/or upon deposit of $75.00 per set (separate check), which will be refunded in full on the first two (2) sets issued to each bidder submitting a bonafide bid, upon return of documents in good and reusable condition within ten (10) days of bid date. Other sets for general contractors, and sets for subs and dealers, may be obtained with the same deposit, which will be refunded as above, less cost of printing, reproduction, handling and distribution, which is estimated to be the same as the deposit amount. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of SIXTY (60) days.
A PRE-BID CONFERENCE will be held at the same location where bids are to be opened, at 10:00 AM LOCAL TIME ON THURSDAY, MARCH 10, 2022, for the purpose of reviewing the project and answering Bidder’s questions. Attendance at the Pre-Bid Conference is highly recommended for all General Contractor Bidders intending to submit a Proposal, and for all Subcontractors.
This project is being bid EXCLUDING TAXES and requires the Contractor comply with the requirements of Act 2013-205, which was signed into law on May 9, 2013. The Contractor and the Owner will be required to apply for Certificates of Exemption with the Alabama Department of Revenue which will handle administration of the Certificates. The Contractor shall account for the tax savings on the Proposal Form.
Additional qualifications and requirements for General Contractor Bidders and separate Subcontractors are indicated in the Bid and Contract Documents.
