Notice is hereby given that on the 29th day of September, 2022, Letters of Co-Administration on the Estate of Gregory Washington, deceased, were issued to Edgreg Chandler and Tra M. Wilkins by the Probate Judge of Perry County, Alabama. All persons having claims against the estate must file itemized and verified statements of such claims in the office of the Judge of Probate of Perry County, Alabama, within six (6) months after the granting of Letters of Co-Administration or the claims will be barred.

Final Notice and Public Explanation of a Proposed Activity in a 100 Floodplain & Wetland.

To: All interested Agencies, Groups and Individuals This is to give notice that the Community Service Programs of West Alabama, Inc. has conducted an evaluation as required by Executive Order(s) 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under U.S. Housing and Urban Development Healthy Homes Production Grant Program Project No. AL-HHP0077-22. The proposed project(s) is located at multiple addresses in Bibb, Choctaw, Dallas, Greene, Hale, Lamar, Perry, Pickens, Sumter, and Tuscaloosa counties. The project consists of minor rehabilitation of up to 150 low-tomoderate income owner/renter occupied units and include activities such as but not limited to repair roofs, installation of ramps, painting and updating fixtures, repair/installation of HVAC systems. The exact total number of acres involved can only be determined after the exact participants are chosen but should not exceed 5 acres in total.

Community Service Programs of West Alabama, Inc. has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values. The Community Service Programs of West Alabama. Inc. has considered not undertaking the project. The impact of not implementing this project is much worse than the impact of the project. All appropriate standards have been met for the minor rehabilitation that is to take place in the floodplain/wetland. The project it is in compliance with all state and local floodplain/wetland protection procedures.

Community Service Programs of West Alabama, Inc. has reevaluated the alternatives to building in the floodplain/wetland and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and 11990 are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. There are three primary purposes for this notice. First, people who may be affected by activities in a floodplain/wetland. And those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas.

Second, an adequate public notice program can be an important public educational tool.

The dissemination of information and request for public comment about floodplain/wetland can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain/wetland, it must inform those who may be put at greater or continued risk.
