NOTICE TO CONTRACTORS INVITATION FOR BIDS

Sealed Bids will be received by the Utilities Board of the City of Greensboro until Thursday, April 27, 2023 at 10:00 A.M., local time, for the work according to Specifications and Contract Documents on file in the office of the Owner, the improvements hereinafter described. No bids will be received after the time set forth hereinabove; and the Bids will be publicly opened and read. The Bid Documents will be opened at The Utilities Board of the City of Greensboro on Thursday, April 27, 2023, at 10:00 A.M., 1101 Main Street, Greensboro, Al 36744. If your Bid Documents are mailed, they should be received prior to April 27, 2023, at 10:00 A.M. at The Utilities Board of the City of Greensboro, 1101 Main Street, Greensboro, Al 36744.. The work of labor for the Proposed Greensboro Water System Critical Needs Infrastructure Improvements Project “Contract 1”; Greensboro Water Tank Rehabilitation Project -DWSRF PROJECT NO. FS10340-01

The principal items of work are detailed herein below.

  1. Interior Tank Coating
  2. Exterior Tank Coating
  3. Required Misc. Tank Repairs

Plans, Specifications and Contract Documents are open to public inspection at the office of Owner, The Utilites and Sewer Board of the City of Greensboro 1101 Main Street, Greensboro, Al 36744, or may be obtained from the office of the Engineers, Utility Engineering Consultants, LLC, 130 Southcrest Drive., Suite 100, Homewood, AL 35209 upon deposit of $ 75.00 per set, the actual cost of printing, reproducing, handling and distribution for each set of documents. No refunds will be made except to Prime Contractor Bidders, which shall be refunded for one bid set.

The successful bidder must furnish a Performance Bond for one hundred (100%) of the bid amount and a Payment Bond for one hundred (100%) percent of the bid amount and must secure his bond from a bonding company’s representative or agent in the State of Alabama.

No bid may be withdrawn after the time for opening bids has passed. The Owner reserves the right to hold the bids for a period of sixty (60) days after the date of receiving Bids.

The Contractor is hereby advised that TIME IS OF THE ESSENCE on this project and that the contract time of 75 consecutive calendar days total and noted restrictions shall be strictly observed. LIQUIDATED DAMAGES WILL BE ASSESSED IF THE CONTRACT TIME IS EXCEEDED. The Contractor may apply for an extension of time in accordance with the provisions of the contract; however, such an extension must be approved prior to the contract completion date to avoid the imposition of liquidated damages.

The Owner reserves the right to reject any or all bids, to waive any informality in any bid, and to accept any bid considered advantageous to the Owner.

The contractor shall note that funds for this project are provided through DWSRF (Drinking Water State Revolving Funds). All Applicable Federal Guidelines must be met. There will be a Pre-Bid meeting.

ADVERTISEMENT FOR BIDS HALE COUNTY WATER AUTHORITY GREENSBORO, ALABAMA GENERATOR INSTALLATION FOR WELL NO. 1 & NO. 2

Sealed bids for the Generator at Well No. 1 and No. 2 CMGM220148 will be received by the Hale County Water Authority at their office located at 19873 Hwy. 69 N, Greensboro, AL 36744, until Friday, May 5, 2023 at 11:00 a.m. local time at which time the Bids received will be publicly opened and read aloud.

The Project includes the following Work: Furnish and Install One (1) Generator, ATS, Miscellaneous Electrical Improvements and all related appurtenances.

The Issuing Office for the Bidding Documents is Goodwyn Mills Cawood, LLC, 1906 E. Three Notch Street, Andalusia, Alabama 36420, Attn: Patsy Stinson (patsy.stinson@gmcnetwork.com).

Prospective Bidders may examine the Bidding Documents at the Issuing Office Monday through Friday between the hours of 8:00 a.m. – 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $20.00 for a one-time administrative fee for digital access/file sharing and/or $50.00 for each printed set. Said cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be granted. Checks for Bidding Documents shall be payable to “GMC.” Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bid security shall be furnished in accordance with the Instructions to Bidders.

The Owner reserves the right to waive any informalities, or to reject any or all bids, and to award the contract to the best and most responsible bidder. All bidders shall submit, upon request, a list of projects “successfully completed” in the last 2 years, having the same scope of work and approximate construction cost as specified in this project. All bidders must comply with requirements of the Contractor’s Licensing Law of the State of Alabama and be certified for the type of work on which the proposal is submitted. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders.

All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder shall show such evidence by clearly displaying the license number on the outside of the envelope in which the Proposal is delivered.

No bidder may withdraw his bid within 60 days after the opening thereof.
