System will block out-of-state EBT purchases

The Alabama Department of Human Resources has announced a new system that automatically defaults all EBT cards to block out-of-state and online transactions. This change will be effective Thursday, January 22, 2026.

While these transaction blocks are in place, EBT cards will automatically be placed in a “Block High-Risk Transaction” card status, and purchases cannot be made in stores outside of Alabama or online. If a cardholder wishes to make a purchase outside of Alabama or online, they must first unlock their card via the ConnectEBT Mobile App, ConnectEBT website, or the EBT Customer Service phone number.

All in-state purchases will continue to be processed as usual.

Steps on each of these options can be found on DHR’s website under the Food Assistance Division here.
